Shropshire Council has had several stabs at a corporate plan in recent years. I can't recall any of the plans having any impact on the way its political leadership acts. Sarah and William Hibbard My great-great-grandfather, William Charlton Hibbard, lived from 1814 to 1880. He was born in Littleton, New Hampshire, the oldest of six, and grew up between there and Waterford, just across the border in Vermont.
